Would you please add into your future updates something where we could find out which bus route goes to an area where we aren't familiar? Something like a street map showing possible routes in the Kalihi- Nimitz Highway- Chinatown area so that we can see where's the closest or most convenient route?

      • Deny all children born in Hawaii after 2030 Hawaiian/American citizenship.

There are too many people flying into California just to give birth to their child so that their child can receive American citizenship as well as citizenship of their ancestral homeland (i.e., China, Korea, et al).

        • Develop a Mobil Technical Unit

A State Agency composed of volunteer, State workers, which would go to State Depts. and evaluate how they use the Computers and Servers. This information would be used internally to create a matrix, composed of ALL State equipment and software. This continually evolving matrix would be compared to industry trends and directions. A plan on how to adapt to them would be developed, possibly using Virtual Machines.
Direction and transformation for ALL Depts. Would be coordinated using the developed matrix. The goal is to bring every Dept to the same level and same direction. The Idea that using single software…

          • Exempt Hawaii from the Jones Act

The Jones Act violates the United States free-trade policy and increases the cost of living to everyone living in Hawaii.

            • Make Government accessible to citizens on all islands.

Neighbor island citizens have to endure excessive fees for air fare, room and board in addition to a loss of wages in order to participate in the state legislature. Citizens from all counties should have public access to all sessions (both live and recorded) and be able to provide testimony without leaving their county. Citizens should not have to pay such a high price to participate in government. There are low cost solutions that can be implemented in the upcoming 2014 legislative session (such as Skype, Live Stream & YouTube), with more long term solutions added in successive sessions.

              • Neighbor Island Legislative Offices

There is at least one State Building on each main Neighbor Island (county.) Senators/Reps should have (share) a room with at least one desk where constituents can meet with them. The reps could share a voice mail system where constituents leave messages reporting problems and requests. Staffing needs could be met by volunteers supplied by League of Women Voters, AARP, Kiwanis, etc. Internships could be set up for students to provide staffing and assist constituents in accessing their elected officials.

                  • Local Sourcing of Food for School Cafeterias

                    Department: DOE

Challenge: No connection between school cafeteria and local farmers. School cafeteria's don't share collaborate with menus or ordering supplies. They are also don't have an easy way to source local produce if it's available.

Agreement from schools (Liability). Procurement would need to be changed (DAGS), Administration of want/needs from schools to farmers.

Suggested Solution: On-line marketplace where schools could share needs, farmers could share excess surplus or ability to cover food needs.

Note: Might be able to start with charter schools first since they don't participate in the traditional school lunch programs.

                    • Modernize Hawaii's Historic Public Funding Option For Elections

Money in politics continues to be at the crux of so many problems in Hawaii. It is difficult for legislators to make the bold decisions we need to move towards a sustainable economy, healthy environment, and efficient government when very often it is campaign funders who have the most "free speech".

Hawaii created a historic public funding option for elections in 1978. Now, that program is outdated and needs modernization. By paying for elections with lots of small-dollar donors, instead of a few big-dollar donors, we can bring the political process back to the majority of people whom it's meant…

                      • Hawaii Sustainability Dashboard

We have goals for renewable energy, local food production, emission reduction, reducing solid waste--but no central place to check on progress and know how/where data is collected. Are we even collecting reliable data around these issues?

                        • Incompatable data and data systems

Departments: DOE, DOH, DHS, probably others

Challenge: Incompatible data systems at the federal/state/city & county levels. Overlapping collection of the same data, but no sharing, not possible to share because of systems, calling data fields different things, Data is not used friendly. Old systems that can not extract data in usable forms for technology today.

Suggested Solution: Develop standard date field names and define what those data fields are supposed to capture. Create standard operating procedures for data among the different levels of government and across departments. Allow access of certified contractors to data to prevent duplication of gathering and…

                          • Single-sign on application and tracking for social and human services

                            Departments: DHS, DOH, others?

Challenge: Need good data systems that can talk to one another. Who will manage the data and the systems if it runs across different department? Security issues - who holds and protects the confidential information. Who would be the system quarterback? Would it be better to privatize or have a nonprofit run it? Consistency across departments.

Suggested Solution: Create a one-stop shop where people can sign-up for services such as unemployment, food stamps, medicaid, etc. The system would have a single general information section that would autofill for other applications and a flagging system that if…

                            • Pesticide Use Reporting for Coffee/other farmers

                              Department: Agriculture; Health

Challenge: Consistency in enforcement, reporting, lack of transparency, inaccurate record keeping; hard for small businesses to report; complicated user interface; cross agency reporting - multiple departments sharing info (but not sharing it well)

Proposed Solution: Be mindful of scale - requirements are the same for all no matter the size of business - perhaps come up with different level/type of reporting needed for small vs large businesses so the mom/pop farmer is not overburdened with requirements they cannot meet; set up system so the information is transparent and shared between agencies so don't have to repeat reporting…

                                All Departments

Challenge: everyone needs to collect data but what is needed, what does it mean, what are inter-relationships, can we share/cross silos, can we analyze and use data to help improve services/identify issues/fix problems

Suggested Solution: Need to figure out system across silos that can share data, update regularly and timely, analyze and report in way that can be applied to work

                                • Contracts with Schools (DOE)

                                  Department: DOE; DAGS

Challenge: liability insurance state risk management needs to be able to use nonprofit facility and program; DOE schools don't know about own state risk management office and requirements

Suggested Solution: Have state risk management office form available and partially completed for the schools; provide overview memo from the office to the schools to explain the state requirements for insurance; provide education/training/information for/to DOE from orgs like HCF/HANO to inform them of requirements when working with nonprofits

Note: not just here but many state agencies don't know about or know what other state agencies do

                                  • Permitting across state departments

                                    All Departments

Challenge: difficult for people to get permits from all departments/agencies needed; sometimes need permits from multiple departments, or even across city/state/federal lines

Suggested Solution: something like the state film office permit that crosses multiple agencies, departments, county, state, feds

                                    • Better access to DOCARE data

                                      Departments: DLNR, DOCARE

Challenge: working to build capacity of DOCARE; have data but manual system - hard to analyze and report out on data; need to train community on what sort of data DOCARE needs to be able to do better job

Suggested Solution: Need equipment but also staff ability to analyze/assess; cultural shift to relate, process, respond differently

                                      • Tracking Status of Students

                                        Department: DOE

Challenge: Difficult to track status of students. Would like a central location to track things like attendance, health records, test results, academics, guardianship. There is no integration between state systems. Privacy issues will need to be addressed. Read/Write/ privileges.

Suggested Solution: Single student number to used by providers or parents to track student. Allow contributors to log information along life cycle of student in the system. Share information amongst providers. Something similar to HHIC in healthcare. Would need training for platform.

Note: Would need union and DOE collaboration.

                                        • Access to online services and applications for people without computers

Provide additional funding to the library system for community computers. Put kiosks or community computers in state offices for people to use for self-service. Similar to the check-in process at the airport - multiple kiosks with a person to help if needed.
