  1. Make Government accessible to citizens on all islands.

    Neighbor island citizens have to endure excessive fees for air fare, room and board in addition to a loss of wages in order to participate in the state legislature. Citizens from all counties should have public access to all sessions (both live and recorded) and be able to provide testimony without leaving their county. Citizens should not have to pay such a high price to participate in government. There are low cost solutions that can be implemented in the upcoming 2014 legislative session (such as Skype, Live Stream & YouTube), with more long term solutions added in successive sessions.

    • Bring eGovernment into the 21st Century

      There is a lot to eGovernment that has worked in other states that could work in Hawaii. A unified Web Standard across all agencies is a great start. It worked in Virginia, transforming their hodgepodge of random designs into a seamless user experience. Users don't care which fiefdom they're wandering through, to them it's all Hawaii government and they shouldn't have to relearn navigation and information architecture every time they click a link.

      • Design a unified user experience for citizens to access gov't services

        It is clear that there are departments contracting and designing their own web apps without an overall user experience (UX) in mind and from what I've seen most if not all of them are poorly designed interfaces.

        There should be ONE user ID for each business that works across ALL departments. Right now the GE Taxes require a separate user ID and password from the State Unemployment Tax office. As a taxpayer and citizen, they are the same thing to me.

        There should be ONE page for a single business that gives them a summary of taxes paid and taxes…

        • Lists are good, maps are better, web maps are best!

          The State should aggressively promote the use of authoritative web maps in addition to the authoritative lists they currently publish.

          State government publishes many authoritative lists telling residents and visitors the locations where they can find government and business services. From public safety and health to recreation and entertainment - it is said that 90% of government work has a location component.

          There are online tools now the State can use to publish this information not just as lists, but as authoritative maps. And not just static maps like a pdf or jpg, but interactive, focused maps - web maps.

          • Local Sourcing of Food for School Cafeterias

            Department: DOE

            Challenge: No connection between school cafeteria and local farmers. School cafeteria's don't share collaborate with menus or ordering supplies. They are also don't have an easy way to source local produce if it's available.

            Agreement from schools (Liability). Procurement would need to be changed (DAGS), Administration of want/needs from schools to farmers.

            Suggested Solution: On-line marketplace where schools could share needs, farmers could share excess surplus or ability to cover food needs.

            Note: Might be able to start with charter schools first since they don't participate in the traditional school lunch programs.

            • Rebuild data centers out of harm’s way

              Currently, the state of Hawaii’s data centers, which store and protect the critical data that runs the state, are all located in flood zones. Hawaii should have multiple, redundant data centers located in safe areas that are protected from tsunamis and other threats. If the state were to lose its data center, it could not function.

              • Replace or add fiber-optic cables to keep Hawaii connected

                According to the state, the communications cables between Hawaii and the mainland U.S. that enable all internet and most telephone communication will reach the end of their expected lifespan in the next 15 years. With no plans to replace these cables or add new ones, Hawaii could be left with no connection to the rest of the world, crippling our ability to do business and communicate in the event of a disaster.                   The state should be capable of tracking attendance and payroll of its workers to avoid overpayment and ensure employees only take vacation after they earn it.                   • Make all "data" entry via secure web forms and transition away from PDF

                    Many of the forms we have to fill out as taxpayers are digital versions of paper forms which means a human needs to retype the information.

                    Why?

                    Seems like duplicate work and also a chance for errors to creep in.

                    • Legislative and constituent tracking system

                      State government should have a system to effectively track, manage and report on constituent issues submitted to the Governor’s office and legislators. Citizens should be able to see that their input has been received and if appropriate, is being acted on. The system would enable increased citizen engagement, as well as transparency and accountability from elected officials.

                        Currently, the department accounting process is done manually, on paper, and physically taken to the Department of Accounting and General Services, and Budget and Finance for manual data entry into the state’s two financial systems. This process presents numerous opportunities for errors security failures. The state needs and electronic system that provides a secure, efficient way for recording and tracking department finances.

                        • Pet Quarantine Dashboard

                          With Hawaii’s mandatory pet quarantine system, many pet owners are forced to give up their pets for up to 120 days. Hawaii should have an online dashboard for tracking the status of each pet, with a unique login and password to provide security. In the long term, it would be nice to have webcams installed in each kennel to enable pet owners to see their pets live and know that they are alright.

                            A State Agency composed of volunteer, State workers, which would go to State Depts. and evaluate how they use the Computers and Servers. This information would be used internally to create a matrix, composed of ALL State equipment and software. This continually evolving matrix would be compared to industry trends and directions.                               The current form G45 that you have to itemize your sales on does not calculate the total for you when Acrobat forms can be easily designed to do so.

                              Also, some forms are "smart" while others aren't ... why?

                              An even better design would be to avoid PDF and have the information filled out as a secure web form so that the data is captured digitally rather than as a PDF that has to be re-typed.

                                Challenge: Consistency in enforcement, reporting, lack of transparency, inaccurate record keeping; hard for small businesses to report; complicated user interface; cross agency reporting - multiple departments sharing info (but not sharing it well)

                                Proposed Solution: Be mindful of scale - requirements are the same for all no matter the size of business - perhaps come up with different level/type of reporting needed for small vs large businesses so the mom/pop farmer is not overburdened with requirements they cannot meet; set up system so the information is transparent and shared between agencies so don't have to repeat reporting…

                                          Challenge: Incompatible data systems at the federal/state/city & county levels. Overlapping collection of the same data, but no sharing, not possible to share because of systems, calling data fields different things, Data is not used friendly. Old systems that can not extract data in usable forms for technology today.
